Price at shop to install y-pipe

Hey guys, i was just wandering how much u paid to install a y-pipe for those of you who installed it at a shop. I know i should be doing this myself but i don't have a place to work on it (I live in Westwood UCLA, no place to park let alone work on cars). I jacked it up once at the pep boy's lot only to find out that i was grossly under-powered, plus i found i don't have the right sized deep socket for the o2 sensors, then i got kicked off the lot. i soked it with WD40 for like half an hour too, and all it did was make me noxious. so i figured if i'm ill equipt both tool wise and muscle wise, i should just let a shop do it. i would just go to the shops myself and ask for a quote, but as a little asian girl, i'm most likely going to be ripped off.

ok, cool, thats what i thought it should cost, like around 60 bucks. But i pulled into this one muffler shop and the guy charged me 130 to install cause he said it was "illegal to install a y-pipe in cali" and that he was "doing me a favor" to install for 130. so i told him i would think about it. It doesn't take a genius to realize that thats a rip. is it really illegal??
thanx guys
