How do you tell when springs are worn out?

My '96 SE has 116K miles of San Francisco streets and highways in it. The shocks need to be replaced, and I'm thinking Illuminas. Since the shocks are pretty bad and muddy up the car's handling, is there a way I can tell if my springs should be replaced at the same time? I'd rather take it apart once, not twice.

I want the thing to handle better, but I'm also on a budget. I don't want it dropped, and I don't want the ride to be stoopid stiff. H&R's maybe, but if the stocks springs are good enough, I'll keep those with the Illuminas. Any rule of thumb on how long springs last?

Another question (I forgot):

is there anything else that usually needs to be replaced when you've got the struts out?
