Possible fan problem...suggestions?

It’s starting to get colder now in the morning so lately I’ve been starting my car about 10 minutes before I leave for work. I would usually start the car and turn on the heat right away and let it warm up during this time. I’ve noticed lately that the blower set on 1 and 2 seems weaker than in the past. I also notice in the past, whenever I turn on the heat, my fan (secondary?) would kick in right away. Lately it appears that this fan no longer comes on even if I turn the blower to the max (4).
So right now I suspect I have a problem with my fan(s). What is the best way to diagnose my fan problem? Is there a fuse that can be replaced besides checking for any obvious connection problems? Thanks.

The second fan comes on whenever the AC is switched on, regardless of temp setting.

So are you saying the second fan doesn't come on when the heat is turned on? In the past when the car is in idle and I turn on the heat, I can hear the difference in the throttle and the speedometer would bounce just a bid, I don't notice this now.
I guess I can turn on the AC to see if the secondary fan comes on or not.

Keep in mind that the AC is on regardless of temp selected if in defrost. This (AC or defrost) will bump up the idle. If neither is on, and just the vents on, the secondary fan will not kick on until the engine is hot enough to warrant the extra cooling (summers here in Louisiana will do it while idling).

Thanks for the clarification guys. I guess I was hearing the secondary fan come on much sooner during the hotter days so now that it's getting colder here and I wasn't hearing it, I thought something was wrong.
Maybe it's a seperate issue but I still feel like my fan is weak. Could there be possible leak somewhere in the vent system? If so, how wheree can I check this out?
