'99 revs high on startup
it seems to rev high for a few minutes when i first start it up. usually between 1400-1700rpm
seemed to only start doing it recently (ive had the car a few months), but then again, it just started getting cold, is this just the car warming itself up?

You can adjust the cold start idle speed.
On the lower linkage down below the TB, slightly to the left there is a plunger that comes out of the TB. Thats the cold idle plunger. It moves in and out, pushing against the lower linkage, opening the TB plate slightly for a cold start. There is a screw on that linkage that will adjust the amount the throttle is held open when the engine is cold. I have mine set to approx. a 1500 RPM start up. If you look closely on the first cam plate, there is a scribe mark on it. That mark lines up with another mark on the link it sits on. If you line those two marks up on a cold morning, you should have a cold start of approx 1500 RPM's, which quickly drops to around 1250 as your engine warms up.
The Haynes manual describes that procedure.
