ive notice a bit of rubbing between my pad and my rotor. keeping in mind that i just changed the pad not to long ago. i pulled it apart to find a common snag spot. i took it to be turned and still to no avail it still rubs. so now i check the e-brake. apparently now when i pull it the passenger rear tire is the only one that locks, and ironically enough is the one that rubs. could it be holding on just a bit even when the brake is released? hmm, any ideas?? its realyl annoying

Did you do anything with the caliper when you put on new pads? You need to retract the pistons in the rear calipers to allow clearance when putting in new pads. The piston screws into the caliper using a special tool or a set of long-nose pliers.
If you did retract the caliper pistons, you may have a sticking rear caliper. I had a similar problem, only on the driver's side. It seems to happen pretty commonly on these cars. I had to put on a pair of remanufactured rear calipers at the same time I put on new rotors and pads, now my rear brakes are like new.

If only one emergency brake is applying there is a good change one of your cables is frozen. I had the same problem and got a replacement cable from the junkyard. An easy way to test would be to unhook both cables from the calipers and pull up the parking brake. If only one cable moves, then obviously one is frozen. While the cables are unhooked, manually try to move the levers on the calipers to make sure they move freely. If you have a frozen cable you definitely will have some strange problem with the brakes.
