removal of speed limiter ?

removal of speed limiter ?

I see the write up in the How to's? But my question is not exactly how to do it but how to eliminate the speed limiter and still being able to have a an accurate CEL. Is there a way to do this with out using the Apexi unit? Thanks for any help. The reason I ask is because I am not able to get a full dyno run in fourth because my top speed on hit 115mph.
