Your all wrong...
You need paint stripper aka aircraft paint remover. That will remove all the paint. Then you can paint over and it will stick, it will be fine.

yea what he says, you need to degrease the surface also before you paint for better results.

i've seen some where the rim was just scuffed with sand paper and the paint adhered fine. And it has held up.

ive done quite a few sets, on some i just used a dishwashing pad and cleaned them with the green side not too much pressure though, never had any rims chip unless they rub a curb...

I want to do this to my current rims, however, I want to keep certain parts silver in the design. I'd lose this and the machined look if i used the stripper. Therefore, i'm going to try the scuffing method.

you really dont need to paint the bare metal unless you are powder coating. There is absolutely no point in stripping the wheels. I have done it both ways and they come out the same, or better if you dont strip them. Think of the original stuff (paint on 97-99, clear on 95-96) as a primer. Why waste time and money when you can clean them, scuff them, and repaint them. I have used a pressure washer on them and the paint wont come off. if thats not abuse i dont know what is.
