what is the front bumper setup like?

what is the front bumper setup like?

I am replacing the front skyline bumper with a stock bumper cover. When i had the skylne put on, i know the guy did some sort of a hack job. what exactly am i supposed to have in there, underneath the cover?

I think the foam is suppose to protect the bumper cover from kinking easily in mild bumps.
