so i went to go and move my car out of the driveway and when i started to turn the wheel i would get this horrible belt squeek / whine. and i would feel the power steering kicking in and out. so i checkd the fluid level and im fine with the level...could it be my pump??? if so how much $$ and time would this be to get fixed????

Check the adjustment and condition of the power steering drive belt. It's squeaking, so it's telling you it needs attention or replacement.

The pump is probably fine.
