Consult II

I have been reading the FSM trying to diagnose a DTC443 and it talks about Consult II. Does anyone know where to get this and what exactly it is, ie PDA application or standalone computer that uses this app?

Consult II is a $4k hand held computer and you need mechanic license to own one
So,the only place that has one is the Nissan dealer.
