stall speed?

I have read that a performance torque converter can raise your stall speed, which can give you better quarter mile times if properly tuned. I have a 97 auto. Can someone explain stall speed to me? It would be greatly appreciated.

correct me if im wrong... it means when u do a brake torque to get a launch the tires will not spin due to pushing the gas down a lot.. resulting in a quicker launch
