I have a 98 max se with the throttle body freshly cleaned.At start up in freezing temps it screeches for 3 seconds and goes away.Its not the belt. The noise is coming from the top of the engine and it runs fine after that. Can anyone help?

 

The TOP of the engine? Are you sure? The alternator/AC compressor belt is just to the left of the engine.... the sound could be deceiving you It is definitely the most likely suspect IMO - the power steering pulley is there also, but tucked down a bit more. If it's not a belt, I'd be worried.

 

It is your starter making that noise. It sounds like a buzzing then it goes away, and only happens during a cold start. My I30 does the same thing off and on. It is nothing serious just annoying.
