But the problem is I need to find a program that will actually Change some settings like Air & Fuel, but I havent found any yet. Id like to change the settings via laptop. Any idea's?

To the best of my knowlege, you cannot manipulate things like A/F via the OBD port. It is for diagnostics and monitering only. In order to change A/F you need to splice into the wires of the ECU and run Emanage or hook up an SAFC unit.

are their obdII programs that can monitor spark strength? or would the car have to be hooked up to a more complicated machine, been looking for one that can do that also.

I dont think there is one, but asking anyway . . .
