High Idle in Chilly weather

High Idle in Chilly weather
Well, it usally doesn't get cold here in Miami... But when it does my car likes to have a high idle after driving without stopping...
It seems to think the car is still cold so it bumps the idle up????
When I come to a stop in drive the car is at 1100rpm, it will stay there..
If I put it into N or P it will jump up to 2000rpm.
I can turn off the car and turn it back on and the idle goes back down to 700rpm..
In the daytime/warm weather it doesnt do it at all...
I never put back the TB coolant lines so could that be it? Other members have disconnected them lines and I have not heard of similar problems?

Its pretty clean, I took it out and cleaned it out well, seafoamed, TB cleaned... so it cant be dirty...
Im thinking the thermo-element(sp?) on the bottom of the TB is sensing the car is still cold so its bumping up the idle somehow, without the coolant keeping it warm with the constant cold wind coming up in from the hood its going to raise the idle...
I had an idea it was that without the TB hoses, just wanted to know if someone else has experienced the same problem in cold weather with the TB coolant lines.
