The reason your bumpers don't match is because they are not painted the same time the body of the car is painted. The process for painting bumper covers differs slightly. A different primer is used along with a flex additive to prevent it from cracking on slight impacts.
Mine used to be like that, till I got the car repainted. My car was originally evergreen and the bumper was some funky looking green color. Now they match.

mine looks good but when it rains my back bumper and front change color its changes into like a faint blue/silver and like i cant even explain but only when it rains!

Mine's different too. I think the Sterling Mist is the most noticable. I always get asked, "did you get in an accident?" People notice it enough to assume I had my bumper replaced and had a crappy paint job done.
I would love to get it painted electron blue (Civic Si/IS300) or garnet, but I can't afford to drop 3 g's on paint, let alone anything else.
