What is the diameter of the front sway bar on a 97 se? where can i find the info?

You can find it by jacking the car up and measuring it.

i dont have an accurate way of measuring it and the apt manager doesnt like us doing stuff on our cars out there,

Um park one side on curb, wrap a piece of string around bar then mark and note length. A little bit of math and you are done. Or if you have some micrometers lying around you can forgo the math.

But I guess since it actually requires some effort......
