Air Gap Pipe End Rings

Do these actaully do anything?
Mine wereboth rusted and loose and were cut off... DO I need to get replacements?

I dont know they wre cut off saying they wre rusted and loose and when asked if they needed to be replaced they said no... It is part of the exhaust under the car - two rings
