i hear people talking about 25% 30% tint etc.
what do these percentages mean?

The % just means, how much percent of the light goes through the tint film.... Basically the lower the percentage is, the darker the tint is. Something like 20% is pretty damn dark, you can't see jack through them,
people don't usually get tints that are higher % then 35% because anything higher is not really that effective and don't look as good.
