What do you mean they keep coming out? Like...they rattle out and cause your exhaust to leak? Or the threads come out all f'd up each time you take off the y-pipe? Either way I'd use a tap and die set to restore the threads then reinstall them with a little bit of loctite on them. If I've misunderstood your problem let me know, goodluck

The best bet is just to call a muffler shop and get a quote from them, they should be able to just estimate it over the phone and give you a ball park figure, that way you're not wasting gas going down somewhere for a price you don't want to pay. You could also get with a knowledgeable mechanic that should be able to do it.

ahh...and for the record....

the topspeed ypipe is not a flop...nor did it come with any bees in a can.

it was my own error that created the noise.

the nonexistent bees in a can issue???

yes...but the retainers???no...they're gonna charge between 30 and 50$ for that...

they're gonna put thread chasers through and then put in the new retainers.
