It all has to due with the computer. The car is not using all its power when it is cruising, making it resemble a much smaller engine until that power is needed. Atleast thats what I heard...lol. I dont know the specifics of how it works but as you can see it works well.

thats only on newer vettes, but all 6 speed vettes have a tall enough 6th that the car is turning 1600 rpm or less at 60mph

But seriously, I was reading my Road and Track and the Bugatti Veyron (1001hp) actually has a tach that displays how many of the ponies are being used at any point, pretty neat IMO.

At 70 mph in 5th gear, I am about 2,950 rpms. At 75 mph, I am about 3,100 rpms or perhaps a little more. This is on OEM 15" sawblades with 215-60R-15 new Yokohama Avid H4S tires.

It wouldn't matter if you were on 31" tires, the gauges will still mark the same relation, though your actual speed will be off, it wont reflect on your dash.

I only drive 80mph (roughly 3200-3300RPM) in 5th on the highway everyday... Each time I go on a trip to maine or new hampshire (skiing, hiking whatever) I do my best to take accurate measurements of mileage. My last trip to maine this past summer I averaged 29mph on the highway! To me that's great gas mileage for a 3.0l six cylinder...

My previous first car (beater,) a '94 eclipse (base model, 5MT) was closer to 4k at 80mph... then again that was a 1.8l four cylinder, so who knows...

chevy pushrod design engines get much better mileage then most dohc "japenese" engines, generally speaking. don't get me long, I would take a VQ over any chevy engine any day (except maybe the new z06,) for reliability, longevity etc etc... it's a finer tuned machine that will last a long long time.

Typically, it's not the engine design, it's the gear ratios.

But just recently, it's engine management (displacement on demand)
