Brake growling noise

Brake growling noise

Hi all, I am having problem with a growling noise when braking. Annoyed by the growling, I changed the front pads 2 weeks ago. It still occurs in these new pads. I don't believe it is the pads or the rotors because when I set the shift to Neutral and then apply the brakes, it goes smoothly. This occurs when the brakes are lightly applied like 2 metals just barely touching. When I apply the brakes very hard, it will stop without the growl, but the car chucks to stop. (Like stopping immediately) Seeing if anyone can help me here. Thanks.

Just read it, seem to be 1/2 my problem there. When I shift to neutral before braking, I get a smooth brake without the groaning/growling noise. Any more ideas?
