Problem installing y-pipe on a 99 cali spec

I am having a hard time getting the y-pipe installed on my car. I can get most of the bolts loose but there is one bolt that I can not really get to. The part of the y-pipe that goes straight up right around the middle of the car has a bolt that I am unable to reach because the stock y-pipe has a piece of metal that hangs right in the way. I am going to try on this again tomorrow any advice on what to do? Oh yea and will I get more clearance under the car using ramps as opposed to using a jack and jack stands?

Original post is a legit question. I am leaving it open.

Yes, you will get more working space on a set of ramps vs. jackstands.
