tranny shifts smoother at high rpm

tranny shifts smoother at high rpm

Is this normal, If I shift my tranny like 1-2 at 1500 rpms or the 2-3 at under 2500 it is rough, if I shift at 3k+ it is much smoother. Is this normal or not?

5Spd I am assuming. Shifting at higher RPMs gives you more time to shift before under-revving. My low RPM shifts suck.
