I want to put a 95-96 rear bumper on my 99 because my Apexi exhaust is burning the bottom of my stock bumper. Is this a simple swap? Are there any other parts such as foam pieces or bolts that are needed to complete the swap? Somebody swiped my car this past weekend and I figure that if it's an easy swap I can have the body shop do it without much of a cost difference.

I've done some searching but the posts I've found only deal with people wanting the 97-99 bumper on their 95-96 car, not the other way around.

I May not be right but i think its the length of the exhaust..not bumper but to answer ur question it will bolt right up

Yeah, the Apexi WS is made for the 95-96's and thus only takes into account the shorter bumper, not the longer one on the 97-99's.
