I noticed this vacuum line is not connected to anything. should it be plugged? or is this by design?....

Any chance you have a broader picture? I don't know for sure where that is in the engine bay.
I have a hose that isn't connected to anything in my 96 and I think it is supposed to be that way.

it's down by the egr valve, between the TB and firewall. one of those hoses near it goes to the fuel filter. I don't have a better picture.

I too have the random dangling rubber hose near the MAF, but this is different.

looking back at my records I see the previous owner had the 3M fuel injector cleaning done at the dealer - where they inject solvent into a vacuum line. I wonder if the dealer forgot to replace the rubber stopper.

Chances are that one tube from the vacuum gallery is suppoesed to be open. The other end should be open to. If you are really worried get a vacuum cap.

95 fed specs have very few vac lines, so some will be unused.
95 cali spec and all 96-98 are the same and use most if not all of the lines.
99's are different yet again since most of the emissions crap is now electronic, some of the lines will be unused.

But they all use the same vacuum gallery so thats why some lines arent used.
