Any modifications to headlamps and/or replacing them with headlamps from different car is illegal. Go to a shop that doesn't know maxima's too well.

Something tells me you didn't fail because of the headlight assemblies, but rather the color of the side marker bulbs and possibly the lack of a yellow reflector which all need to be yellow up front.

FYI: DOT certified means nothing.

How is that ridiculous? Chances are you're referring to a kit that blinds the hell out of everyone even though you "have it aimed all the way down." I doubt you have glare guards, either. I'm guessing they probably weren't bixenon, either, so you didn't have high beams (which is also going to fail you on it's own).

I passed inspection with my projectors no problem.

Well I said this basically because of the point njmaxseltd made. The headlights shouldnt make a difference. I've never heard that changing headlights is illegal but with the stock lights you do not have any orange refelector on the front of the car. DOT approved only means that if everything is is right it will pass. Since you have no orange reflector without stock lights, you won't pass.

Cefiro headlights are far from DOT certified. They use H4 bulbs (IIRC) and output ECE spec beam pattern. Federal Motor Vehicle Safety Standard Part 108 prohibits ECE spec beams and requires the SAE standard. Didn't know NY DMV even checked for that. NJ inspection stations don't seem to notice clear corners, shaved sidemarkers, or even eurospec lighting that many people prefer. (Since some overseas OEMs sometimes do halfassed jobs fitting DOT spec headlighting that barely light up the road and somehow pass certification)
