I'd let a mechanic shop do it, but I give much respect for the org, and all of you very knowledgeable people.

Is there anyway I can prove to my parent's that this Y-Pipe is legal and actually see's small performance gains?

Technically it isnt legal (In NYC anyhow). But you could warm the car up and show them you can pass inspection.

Technically it isn't legal? Is there a law against the absence of pre-cats or the exchange of aftermarket y-pipes?

It is unlikely as the cops are not going to get underneath to inspect it, and most mechanics wont care or notice the precats missing.

I've never been pulled over for a fine on my y pipe, I don't think anyone has... and if u have a "family friend" who is a mechanic then hell let him inspect it, or ask him to bring u to a person that is going to swindle ur money... seriously, I'm sorry that ur folks are so gullibe as to believe people who are obviously trying to squeeze as much money out of u as possible, just use ur common sense and u'll be fine...

go to the tire rack and look up recommended installers in your area, they have ratings, reviews, and they're almost never chain places.
