EDIT-Yes, change the fluid. Should be flushed everycouple of years from moisure absorbsion and the corrosive properties of the fluid.

Dot 3 fluid is the typical most fluids, if not exceeding that. If anything, I would say to only bleed the system and top it off when needed after you do the brakes. Unless you drive very aggressive, a fluid change is unnecessary at your mileage. As for doing it yourself, Brakes-yes, bleeding it yourself is possible through certain setups, but it is just easier to ask someone to help you. There is a technique, as for which wheel 1st ,2nd and so on. Search the stickies, the procedure is in there somewhere.

right. it's not dependent on miles. the fluid absorbs moisture over time. flush every 3 years.

Bleed all 4 calipers in the correct order, all the while adding new fluid to the reservoir (make sure level never drops all the way down). Continue until all the old fluid is bled out.

bleeding order does not matter. drain the master cylinder and fill with fresh fluid. then bleed each line of air. If doing it by yourself, get some speed bleeders.

Do dealerships/garages usually flush/top off the brake fluid when doing a brake job? I am just wondering because I assume that the previous owner did not do the brakes themselves, so in general do shops usually do it?

In general for pads and rotors, then no. But for calipers or other brake work where the system is open, then they should.
