Can the pass. airbag be installed with the dash still in place?

Can the pass. airbag be installed with the dash still in place?
I swear im not a noob, lol .. but I need to install the pass. airbag on my project car and im wondering if I can install it with the dash allready in place

looking at the fsm you just have to take out the glove box assembly then work from underneath the airbag
