Catalytic Converter Ground?

I have what looks like a ring on a rope dangling next to my cat, Im 99.9% positive its the cat ground. I remember seeing a thread about this a while back but I couldnt find it in the free search. Should I reattach it or just cut it off?

Mine isn't attached, along with about several cars I've worked on, here in new england they rot off and break, zero problems encountered by any.

Where is the other end grounded to? You may want to reground it somewhere else if it is a ground wire.

I would assume that given that it is probably there to ensure a good ground for the exhaust, because the 3-wire O2 sensors use the exhaust as their ground. However, the exhaust is obviously bolted to the heads, which are bolted to the block, which will provide a ground good enough, hence why no one has any problems with broken ground straps.

Just a theory
