can't get anyone to install Y-pipe

Got my Stillen Y-pipe last week, but all of the muffler shops I have visited say that it is illegal for them to install it.

How difficult would it be to install it myself?

It just bolts right in you have to put your car on floor stands, should take less than 45 min to do. Otherwise Stillen will install it.
