Sometimes Hot and Cold Cranking Problems?

Whether my Max is hot or cold, sometimes it doesn't fire right up. Sometimes the starter turns over once or twice then it starts, but at other times (hot or cold) it takes about 2 seconds. I'm thinking its the fuel filter any ideas??
