Fast Idle Solenoid ?

Fast Idle Solenoid ?
I have a 96 SE Auto with 97.6K miles on it.
I performed the check on the Fast Idle Control Solenoid per pg 6-18/19 in the Haynes manual. I
performed the test in Park after my commute home. I turned the Steering wheel fullstop to the
right and then left. Instead of Dipping the idle speed Increased. I took it into the dealer and they
could not find that the Solenoid, linked to the Power steering, was malfunctioning. The solenoid
linked to AC responded correctly per the Haynes manual. Did I perform the check wrong? What else
could this be caused by?
I initially checked this because my idle used to be erratic but that went away when I cleaned the
throttle body.

The Car idle is not erratic but I have noticed that the egine feels like it is surging. Also,
I still have that Extended Warranty coverage.
I would like to find out if there's something wrong so I can get it fixed before it becomes a major expense down the road.
