Water Leak Inside Car

It seems that there is some kind of water leak coming from the AC unit under the passenger side dash. It leaks water only when the AC is on down onto the floor mat, and sometimes onto an unsuspecting passengers feet. What is causing this? Any ideas on how to fix it?

The Haynes repair manual (page 3-12) says ...

If you hear water sloshing around in the dash area or have water dripping on the carpet, check the evaporator housing drain tube and insert a piece of wire into the opening to check for blockage.

Haynes has a good photo showing the location of this drain tube.
