Speedo and RPM's are jumping????

Speedo and RPM's are jumping????
Heres whats going on with my Speedo & RPM's.
In the morning when get ready to go to work the RPM's
jump and when I give it gas it goes down not up!!
After the car runs awhile it works fine. Now for the Speedo
it jumps also like from 0 to 20 then 20 to 40 and so on.
I can be beside my wife and her speedo shows 70mph and mine
shows 60mph then if I give it gas or let off the gas it takes
awhile for it to move!!!HELP!!!!!
One more thing I painted my caps. Sunday and they don't shine
like all of others I see I used FORD Blue. Can I put clear on them
and be safe??
