PA safety inspection

They can not fail a car for a power steering leak in the state of Pennsylvania. All you have to do is call Penndot and rat on the inspection station. The number is on a sign that is required to be posted at all inspection stations. Or you can google it.

They might fail you if that leak is dripping on the exhaust.

I would clean it up and pour in a bottle of power steering stop leak and see if you can get it passed. Also tighten all of the rubber hoses between the pump, reservoir, and cooler lines.

Definitely try that before you replace the pump/hoses.
