rpms sticking at 1400 and 2300

I need help people. I'm a novice where cars are concerned so take it easy if this seems obvious. My car has been acting wierd for a while now. Upon accelerating, when the rpm needle gets to 1300-1400 rpms, it seems to stick and i either have to step on the gas, or tap the brake and then gas it to get it past this rpm range. Also when it gets to 2300-2400 rpms, it repeats the same thing, it doesn't want to go any higher until you really step on the gas. When the needle sticks like this, there is a buzzing sound coming from I believe somewhere under my feet but i might be mistaken as to the origin of the sound. I don't know if this sound can be attributed to me forcing the engine to go faster. It started doing this about a year ago and i initially thought my tranny was going, but i decided to ride it out and see if it gets worse when AAMCO wanted to charge me a lot of money for diagnosis they advertised as free. It hasn't gotten any worse or better since then, and the car shifts alright so I don't think my tranny's messed up. Anybody know what this might be?

Your Tach is going out. Mine did the same thing. You have to buy a used dash peice with all your gauges, then just swap out the broken one with the one you buy. Its really not all that big of deal. They do go.

Thanks a lot. I hope you are right. Would a bad tach also account for the noise?
