Strange sound

Sometimes when I'm driving I start hearing a noise from my engine that sounds almost like a slide whistle. It's porportional to the RPM and it goes away after a few minutes. It seems to happen more when it's rainy, but that may be because that's when I have my windows up and can hear it more easily.

I think I read something that said this might be my waterpump?

anything you guys have got would be great,

Try tuning your radio to AM while your car is idling with windows up. go through the stations till you hear some whining, then rev your car, is this the same noise you are hearing?
Just a stab in the dark, but it should eliminate the noise being electrical.
