ok i just got the thermostat fixed. the thing still aint heating up.
and if i touch the hood/engine/upper/lower rad hose it isnt hot enough.
what is wrong any suggestions?
i also have a clicking noise when i am stopped and i turn the wheel
i dunno if it could be the cv joint since i am not moving.
and i have excessive clutch chatter?
normal for a car with 87k miles?

 

I'm stumped by the underheating problem...

Clicking? I'm not sure if the PS pump makes a noise if you leave it fully turned and not moving... At least I've never noticed it. NE1?

Clutch chatter could be caused by the 87K clutch...

 

When do you touch the hose?? Is it after a short trip to the grocery?? The cooling system concentrates on cooling the heads, and the heads only really do some work on the highway. Try a high speed romp on the highway and then check your hoses afterwards.

The '99 FSM has plenty of diagnostic procedures for overheating, but not overcooling. One other possible cause is the cooling fans, the temperature sensor or the fan relay.

The cooling fans are 2-speed. Check to see if they are both running with the car not moving and the a/c off. The fans should NOT be on if the radiator coolant is below 203 deg. F (95 deg. C). They should be on low speed between 203-221 deg. F (95-105 deg. C) and on high above that.

and it also takes 15 mins for the car to get out of cold and into 1 mm above the cold line...

 

How much do you trust the mechanic that supposedly replaced your thermostat? It looks like it's pretty easy to get to the thermostat. Why don't you pull it yourself and put it in a pot of boiling water to test it?

Sounds like your thermostat is stuck open, or maybe the mechanic removed it completely? I had toyota dealer do that to my previous car, ba$5tards. They gouged out the thermostat and left a hollow shell. I found out later when doing some maintenacne on my car. The car warmed up very very slowly, too.
