Crappy fuel pump or not?
I have replaced the fuel pump about 5 times already. I replaced it last time with a cheap aftermarket one so I wasn't surprised that it broke. I put a new one in and it still doesn't work. Could it be a problem with the electrical? Does anyone know where the fuel pump relay is? I know the fuse, but I can't see a marked relay.

What exactly is happening to all of these fuel pumps?
It 'doesn't work' as in it isn't getting power? If so, then what could possibly make you think that the solution is replacing the pump itself?
For that matter, what is 'it' when you say 'it doesn't work'? The car doesn't run? The fuel pump doesn't turn on? The fuel pump turns on but doesn't pump fuel? It doesn't crank? Something else?

If you're looking for a diagnosis (which it appears you are) then we need more information than you've given. So far all you've said is that they 'broke' (which means absolutely nothing). Nothing about checking power, harnesses, symptoms, initial causes, etc.
Also, you should fill out your profile with what year you own; wiring can be very different from year to year, the last thing you'd want is an assumption that ruined a part because you neglected to fill out your profile.

And again, WHAT is happening to the fuel pumps? We can't help if you don't give any information.

For now, I checked the voltage going to the fuel pump with a volt meter. Since my car is doesn't start, I took the voltage with the ignition on and the voltage when the starter is turning the engine over.
Voltage at turn-on is 1v
Voltage when turning over is 9v
This seems low to me, it seems like it should be 12v. Also, when I connected the "broken" fuel pump directly to the battery with two wires it works fine, which leads me to believe that isn't the problem. Is this voltage normal?

Assuming you still have a '96 (because your profile is still blank), you've got the whole FPCM crap.
You're getting nowhere near what you should be. Could be a bad relay, connection somewhere, the FPCM itself, the ECU may be commanding the FPCM incorrectly, etc.
FWIW 'turning over' == starting, not cranking.

well, i just replaced the relay with a new one and it still doesnt work. 1v when you turn the key and 9v when engine is cranking. the plug next to the fuel pump one (fuel guage wire) gets 12v, so i dont think its the battery. fuel pump should work too, don't really know what to do....

You need to start tracing back to where it's no longer getting battery voltage.
