seatbelt won't retract

This is the case only for the driver side seatbelt. When you unbuckle the seatbelt, shouldn't it retract itself a little? After I unbuckled my seatbelt, the seatbelt would just be dangling there. I would have to manually retract the seatbelt myself. This has been the case for a long time now. Any ideas? The other seatbelts seem fine, just the driver side is acting up.

Take a look at it at the top, where it is supposed to go in.. The seatbelt may just be folding up and getting stuck there
But, I heard that any Safety parts... Dealers usually handle for free??? Like an airbag prob or something like that

I doubt the free thing, I set off my airbag light and they wanted $100 to reset it.

I was told the seat belt thing is free if the failure is not caused by an accident, and it is transferable not matter who owns the car.
