99 SE Starting Issue?
My car is giving me some issues and was looking for some help. I tried starting it last thursday eve. The car started then the revs dropped suddenly and shut off. Tried it again and it sounded like it was waiting for a spark or some fuel. I waited and tried it again. Same result, struggle, start and died. Tried one last time and it just made the start-up chugging noise. I gave up hope and tried it again today and it just made the start-up noise but no start-up. Battery is full, starter and altenator are both new. Could this be a fuel pump issue or better yet a fuse?

Could be, but we can only guess until you do some trouble shooting.
First see if there are any stored error codes. Correct any that may come up.
If you still have a no start condition, check for fuel pressure at the fuel rail.

I ran a check today but it came up with no error codes. Where is the fuel rail located?
Is the security light next to the steering column lit up? If so your immobilizer is activated. If you have a spare, there is a procedure shown in the owners manual that may allow you to start the car. If not you'll have to have it towed to dealer to be reprogrammed.
Hopefully its not this problem and its just a cheap sensor fix. Programing a key runs $70+ per key.
