But the problem is the steering rack boot.
If I were you I would just buy a new boot. If you take careful measurements, you should be able to get the tie rod adjusted to the same length as it was when you removed the outer tie rod end to do the boot. Use some part of the tie rod as reference, for instance where the flats are cut on the rod for a wrench. I can't see it taking more than a hour from jacking your car up to torquing the lugs.
