1. Looking for the piece that holds the lights above the license plate in place. Number 13 on the diagram below.
2. The clips for the license plate itself. I need two of those as well. Number 27 on the diagram below

The bracket that holds the license plate lights is part #96252-40U00 from Nissan, and was $38.15 when I replaced mine 7 years ago (after the original, 10 year old bracket disintegrated from rust). Since the bulbs and lenses (called the lamp assembly by Nissan) were also in pretty bad shape, I replaced those too. The lamp assembly was #26510-70T00, and was $37.84. I also got a clip #63848-01G00 for $2.88. I think this clip was part #23 on your parts diagram - a standard, black plastic Nissan fastener that attaches the center of the license plate light bracket to the bumper cover. The ends of the bracket attach to the cover with screws.
7 years ago, all the parts from Nissan were $82.81 (including tax). But I remember someone a while ago making this bracket for $0 by bending a piece of scrap metal he had lying around, and reusing the old bulbs and lenses. My old bracket didn't have enough left of it to use as a template, however, and for $80 it was way easier to just buy them (they had to be ordered) from Nissan.

I looked at my rear bumper and I see that 10 years ago when the bumper was replaced, they did not put in a # 23 that holds the center of bracket # 13 to the bumper cover.
nafddur is correct - the part number he gave is # 13 in the parts diagram.
I guess I will have to add # 23 to my never ending list of annoying little parts I need.

i think im gonna send a message to those parting out cars. its smallllll part its not even a big deal really not someting people part out a lot i guess. but for sure im not paying for a new one at dealer pricing when i only want the car to last maybe 1-2 more years

my car isnt on the road so i cant drive to the scrappers plus the nearest one doesnt have any max's for some reason and the next furtheest is an hour away anyway
