Ok so i recently bought a 99 se-l most of you know i got it pretty well modded and DIRT cheap..it was jeffersons former max from jersey... anyhow... most know 99 are all cali emission cars and this is no different however back in 04-05 a butterfly valve screw let go and popped the engine.. it was then replaced with one from a 97 FEDERAL emissions and a cattman fed y pipe also installed.. now im throwin codes for swirl valves and obviously all the o2 sensors because those arent even there .. my question is this... if i were to run the fed spec o2s on the ypipe and install an ecu from a 97 fed spec 5 speed(if its a direct mount) would this solve my problems?? Or do i need the entire engine bay harness installed with the ecu??
Just from reading I think you'll be okay wth just the ecu and swapping a couple wires in the harness plug. Not sure about the sensors.

You're going to do all that just for the O2 sensors 
Just run an O2 simulator, look up Symtech Labs their simulator can be run on primary O2 sensors and you can even tweek the output signal to the ecu into whatever is needed to simulate the exact sensor for your car. Its easy to install and easy to use I just installed one on my secondary sensor yesterday.

Not just for o2s i need to pass emissions eventually... swirl valve codes wont let me pass in my state...therefore a fed spec car has no swirl valve therefore no codes....and thanks benl i didnt even think fsm at first i got the 99 fsm on my comp....
