question about 97-99 fog lights?

i have a question about my fog lights. both of them have all tabs broken off and i am wondering if there is a way to still install them. the guy i got them from said he bought them like this and hey were on his car the whole time but i just cant seem to figure out a way any help is appreciated

^^ whats that and im wondering if the fog light will be secure in the hole even without the screws securing it
