98s have extra "complications" such as side airbags and traction control, along with the digital odometer. I imagine the ECU's firmware had to be "upgraded" to accommodate this.
99s have the 98 stuff plus the stupid Ignition Immobilizer System, which required a firmware upgrade to the ECU as well. In addition, it's now believed that late model year 99s (those made 1/99 and later) actually have a version of the 5th gen ECU. I could confirm this easily, but am in denial that this is a possibility on my 99......
