Having trouble diagnosing brake issues

Right now my front brakes are making a ton of noise. The front left is chattering even at speed with no pressure applied. The right makes noise when I am braking, like sandpaper to metal it sounds like, it is also a pulsating sound. The rotors have about 20k miles on them and I had monroe do them so they're probably garbage. Does it sound like the rotors are warped? I am skeptical because I'm not getting a whole lot of feedback in the pedal, things seem normal most of the time. Also, I noticed the rears are always making contact, that is if I spin the wheel with the car on jack stands the pads are touching the rotors. Is that normal? Thanks for the help.

Yes, pads are supposed to keep constant contact. Some rubbing/scuffing noise is acceptable, but chattering is not. How are the shims? Are they liberally lubed?

You would feel warped rotors in the pedal (pulsating) and steering wheel (shake).

Besides the shims, there are some torsion springs that are used to help prevent noise. If those were thrown away, they need to be replaced. I believe that you can buy hardware kits with all the shims and springs.

I'll have to look into shims and springs. Honestly I'm not much of a mechanic so I had to look up what the shims were all about LOL as much help as possible is what I need. That being said I'm no stranger to wrenching around, brakes just haven't been my thing in the past, I've always had a buddy do them for me. Thanks for the suggestion.

EDIT: I am also getting some minor squealing when coming to a stop as of a few days ago, does that rule out anything?

The squealing could be an indication of all these shims and springs either missing or worn out. It could also be crappy brake pads. You could sand the surfaces of the brake pads to break the glaze and maybe the noise will stop. Unfortunately brake squealing is kind of a shotgun approach, do something or several things and hope it works.

Thanks for the input. I'm not too worried about the squealing I was just wondering if it could be part of the issue. I'm going to look into it sometime next week, again I'm sure I'll have questions.
