you're saying your car doesn't go faster than 20 no matter how hard you press the gas on Drive? what are the RPMs?

so its acting like a limiter at 20km/h and 40km/h? sounds like a sort of safe-mode

Check engine light on?
Does the bulb even light up when the ignition is turned to the on position?

Dumb q but you're putting it in D, right? Not 1, 2, or 3. But D.

Putting it in 1 gets you only first gear, 2 gets you first and second, D (with the o/d off warning light on the gauge cluster) gets you first, second, and third gears. D with no o/d off light) gets you all 4 gears in the auto.

How is the level and condition of trans fluid?

What year is your car? This sounds like a solenoid issue/valve body issue. Drain your tranny oil and remove pan and inspect. Pull tranny codes to see if we can find something there and report back.
