I heard from a friend who used to have a 4g that there's a way you can have the bumper lights run with the headlights on. He thought it was as simple as cutting a wire, but wasn't sure. How do you do it?

There are a few ways to do it, so what do you want to achieve exactly?

I've had mine rewired multiple ways.

This is what it would look like if you wired the 1156, its brighter. The corner light was then moded to 1157 and became a parking light and blinker.

This is where the single filament 1156 blinker was swapped for an 1157 running the lower wattage filament as a running light, the higher wattage is the blinker.
